APS Certificate for Germany: Process, Timeline and What Happens When It’s Late
The APS certificate is the document every Indian student needs before a German university will process an application and before the German mission in India will issue a student visa. It is issued by APS India, the Academic Evaluation Centre run under the German Embassy, after verifying your academic documents with the institutions that issued them. The fee is ₹18,000, non-refundable. There is no fixed processing time: APS India says so itself, because the time depends on how quickly your school, board or university answers its verification queries. In practice, complete applications take a few weeks; incomplete ones and peak-season applications take longer. This page covers the process, the realistic timeline, where the time actually goes, and what to do if the certificate is running late for your intake.

What the APS certificate is
APS (Akademische Prüfstelle) verifies that your Indian academic documents are genuine and that your qualification maps to a German entrance qualification. It has been mandatory for Indian applicants since 2022, it is required with the visa application by the German mission in India, and most universities and uni-assist require it with the admission application. Once issued it is valid indefinitely; you apply once and use it for every application.
From winter semester 2026/27, APS also checks the 70% minimum in Class 12 that now applies to Studienkolleg and direct bachelor’s admission for Indian applicants. From mid-2026 some applicants are also asked to submit a dMAT result with their APS documents; check aps-india.de for whether that applies to your route.
How to apply
- Register at aps-india.de and complete the online form.
- Pay the fee: ₹18,000, online. Processing does not start until payment is confirmed; online payment is confirmed faster than a bank transfer.
- Prepare the documents: Class 10 and 12 certificates and mark sheets; for master’s applicants, the bachelor’s degree or provisional certificate and every semester’s mark sheet; passport copy; photograph; the fee receipt; the printed form. Two physical sets, as the current checklist specifies.
- Courier the package to APS India in New Delhi. Processing starts when the package is opened and logged.
- Tell your institutions. APS verifies with your school and university by email to official addresses. Tell the registrar to expect it and to check the spam folder; an unanswered verification email is the most common reason a case stalls.
- Track the status in your APS account. Some applicants are called for a short interview.
- Receive the certificate, digital and by post.
How long it really takes
APS India publishes no processing time and says it cannot provide one for individual cases, because the time depends on application volume and on the response time of the institutions it contacts. What applicants report in 2026: around three to four weeks for a complete application in a quiet period, four to eight weeks as a typical range, and up to three months at peak, which for Germany means the months before the winter-semester deadlines.
So the planning rule is to apply the moment your documents are complete, at least four to six months before your university application deadline, not after you receive an offer.
Where the time goes
Our own experience with a delay is instructive. One student’s certificate took close to three months. The cause was not APS India and not the German consulate: a verification query went to the university, the university’s reply was slow, a document had to be re-sent, and each round trip added weeks. That is the pattern in almost every slow case reported since: missing or inconsistent documents, a verification email that went unanswered or landed in spam, a name that differs between passport and certificates, or a board that takes weeks to confirm a result. APS has improved substantially in the time since; the loop between applicant, institution and APS is where delays still live, and most of it is within the applicant’s control.
If your certificate is late for the intake
- Check the status first. “Verification in progress” means APS is waiting on an institution; call the institution, not APS.
- Answer any query the same day and send exactly what was asked.
- Tell the university. Most German universities will hold an application or an offer for a certificate that is in process, if you tell them before the deadline, and some accept proof that the APS application has been filed.
- Do not book the visa appointment on the assumption that the certificate will arrive; the German mission in India requires it in the application.
- Plan the next intake as a real option. Germany has a summer semester in April and a winter semester in October; a late certificate costs a semester, not a year, if the next application is ready.

There is no official time. Complete applications typically take three to eight weeks; peak-season and incomplete applications can take up to three months. The time depends mostly on how quickly your institutions answer APS’s verification queries.

Yes, for Indian applicants: universities require it for admission and the German mission in India requires it for the student visa. It is valid indefinitely once issued.
Usually because a verification email to your school or university was not answered, a document was missing or inconsistent, or your name differs across documents. Check the status in your APS account and contact the institution.
